Water Section

    ‘The Water sector in Zambia has all along operated on various ad-hoc sub-sector water user objectives which provided guidelines for development and management purposes.  Invariably, the water sector has for a long time been characterised by a diffuse institutional framework as the most frequent and persistent cause for poor performance resulting in crisis management and development of water resources’ (National Water Policy, MEWD, Nov. 1994).

 It is against this background of the recognised absence of concerted efforts in the planning for sustainable development in the water sector that we recommend that creation of such a section.  This section will serve to augment the planning function so that all programmes and projects are consolidated and are in conformity with the National Water Policy.  The main functions of the section shall include:

  • Policy analysis and advice;
  • Preparation, presentation and coordination of investment plans and project proposals for purposes of resource mobilisation;
  • Coordination of donor funded projects and evaluation of contracts;
  • Coordination of annual budget preparations and work plans and budget performance analysis; and
  • Monitoring and evaluation of development programmes.
